ใช้บริการ ICT Free Wi-Fi โดยลงทะเบียนที่ http://vip.totwifi.com/ict- ตามด้วยชื่อจังหวัดที่จะใช้บริการเป็นภาษาอังกฤษหรือจะสมัครผ่านโทรศัพท์เคลื่อนที่แบบ Smartphone บริเวณที่มีสัญญาณ ICT Free Wi-Fi ก็ได้ เช่น หากใช้งานอยู่ในจังหวัดชลบุรีก็จะเป็น http://vip.totwifi.com/ict-chonburi เป็นต้น จากนั้นกรอกข้อมูลส่วนตัวตามจริง รวมทั้งเลขบัตรประจำตัวประชาชนเพื่อยืนยันตัวบุคคล จากนั้นระบบจะส่ง Username และ Password ให้ทางอีเมล์ของผู้ลงทะเบียนและสามารถนำไปใช้บริการได้ทันที

ความเร็วในการใช้งานของ ICT Free Wi-Fi จะมีความเร็วสูงสุดอยู่ที่ 3 Mbps / 512 bps ซึ่งการลงทะเบียน 1 ครั้งหรือ 1 Account สามารถใช้งานได้ 6 เดือนนับจากวันลงทะเบียน ผู้ใช้แต่ละคนจะได้รับสิทธิ์ใช้งานได้อย่างต่อเนื่องครั้งละ 20 นาที หากหมดระยะเวลาต้องกรอกรหัสใหม่เพื่อเข้าใช้บริการและสามารถใช้ได้สูงสุดวันละ 6 ครั้งหรือ 120 นาที

ปี 2556 กระทรวง ICT กำหนดให้มีการติดตั้ง Free Wi-Fi เพิ่มเป็น 150,000 จุดใน 77 จังหวัดทั่วประเทศ สิ้นปี 2555 ดำเนินการไปแล้วกว่า 100,000 จุด
ICT Free Wi-Fi นี้เป็นภารกิจหลักประการหนึ่งในโครงการ Smart Network ของกระทรวง ICT ที่ตั้งเป้าว่าจะขยายโครงข่ายอินเทอร์เน็ตความเร็วสูงให้ครอบคลุมประชากรอย่างน้อยร้อยละ 80 ในปี พ.ศ. 2558 และร้อยละ 95 ในปี พ.ศ. 2563

ในช่วงเริ่มต้นเปิดให้บริการในเดือนธันวาคม 2554 ICT Free Wi-Fi มีจุดกระจายสัญญาณหรือ hotspot อยู่ประมาณ 20,000 จุดครอบคลุมพื้นที่ทั่วประเทศซึ่งกระจายอยู่ตามสถานที่ราชการสำคัญๆ เช่น โรงเรียน 12,355 จุด โรงพยาบาลและสถานีอนามัย 1,278 จุด สถานีตำรวจ 8,269 จุด พื้นที่สาธารณะ สถานีขนส่ง สนามบิน แหล่งท่องเที่ยว 10,000 จุด เป็นต้น ต่อมาภายหลังการเปิดให้บริการได้เพียง 8 เดือนมีจุดกระจายสัญญาณ Wi-Fi กว่า 76,000 จุดทั่วประเทศ จากที่เคยตั้งเป้าไว้ว่าในปี 2555 จะมีจุดเชื่อมต่อ Wi-Fi ไว้ 40,000 จุด
